Some of the companies he has either worked and consulted for include: the University of Ilorin, Ilorin where he lectured for 12 years in curriculum theory and studies, education for development, applied linguistics and communication skills studies. He left the University of Ilorin as head of department of curriculum studies and educational technology to join the Nigeria Educational Research and Development Council as Deputy Director rising to become its director of research Special projects in 1994. In 1996, he joined UNESCO as National Programmespecialist with responsibility for all of UNESCO’s programmeof assistance to Nigeria. He left UNESCO to join the Shall Petroleum Development Company Nigeria as the Head of Community Development Planning, Budget and Support for all of SPDC’s eastern operations in 1998. He returned to the UN in 2000 as Assistant Representative, UNICEF Nigeria with responsibility for UNICEF’s programmesall the states of South West , Delta and Edo states, from which position he moved to a number of international assignments in Somalia, Sudan, DRC and Tanzania. Snceretiring from the UN in December, 2013, he has done a number of consultancies for NGOs such as Save the Children, The Global Institute for Peace and Justice in the Hague and the UN. He is UN certified Result Based Management training expert and his latest assignment in 2017-18 involves developing a theory of change for WHO, producing the training modules and assisting with /advising in the programmeroll out for 47 countries in Africa.
He has published and co-authored several academic books and journal articles and has successfully supervised seven doctoral candidates. He is a seasoned writer, educationist, a freelance consultant in development, public policy and education.
A grand father, Noel writes inspirational poems in his spare time and has published a volume of poems titled “songs in the seasons of life
